Minutes of Eagle & Swinethorpe Parish Council meeting held on Thursday 16th July 2026 at 7pm in Eagle Hall Estate Office.
Present Cllr David Parkes – Chair, Cllr Jane Fulton-Sutton, Cllr Pat Parkes, Cllr Warren Knight & Cllr Michael Chennells
Rachel Popplewell – Parish Clerk
County Councillor Alan Woodruff.
Cllr Woodruff made comment that Back Lane had now been cut back and the LCC would maintain it to this standard 3 times a year as per the Service Level Agreement. The Local Government review decision had been announced today with a 2-tier Unitary Council to replace the County & District Councils from April 2028. Shadow elections are to be held in May 2027.
Agenda Items
1. Welcome & Apologies.
Apologies were received from Cllr Faulkner & Grayston. It was Resolved to accept the reasons for absence and the apologies All agreed – show of hands,
Cllrs’ Johnson & Goldson sent apologies.
2. To receive Declarations of Interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interest and requests for dispensations.
Nothing noted.
3. Notes of the Parish Council meeting held on Wednesday 24th June 2026 to be approved as minutes.
To was Resolved to approve the notes as minutes – all agreed. Signed by the Chair
4. Health & Safety
a. To approve the costs for the new chains for the swing from Sutcliffe Play at £210.69
After discussions it was Resolved to approve the notes as minutes. All agreed – show of hands.
b. To consider the quotes to repair the wet pour surface at the Playing Field.
Deferred to the next meeting
5. Clerks Update & Correspondence, and to Resolve to agree any subsequent actions.
The Clerk made comment that the 2 filing cabinets in the village hall had been removed.
An email had been received from a resident regarding a tree overhanging their garden. The Open spaces contractor had been asked to investigate the trees.
With the option of pruning the trees around the park towards the end of the year.
6. Finance.
a. To approve the renewal costs for the gov.uk domain for £35 for 12 months
It was Resolved to approve the costs. All agreed – show of hands.
b. To authorise the signing of orders for payment, note bank balances & any monies received. (List previously circulated)
Councillors considered the list of payments. It was Resolved to approve the following orders for payment. All agreed – show of hands.

c. To receive the Bank Reconciliation as at 30.06.2026.
The clerk presented the Bank reconciliation showing the accounts balanced for the first quarter of the year, signed by Cllr Chennells.
d. To review the budget as at 30.06.2026
The Clerk presented the budget to Council, showing that the Council were at 100% of income target and 15% of spending. No amendments were required
7. To review the following policies
a. Disciplinary Policy
b. Grievance Policy
After discussions it was Resolved to adopt a new Disciplinary Policy and to review the Grievance Policy. All agreed show of hands.
8. To consider the following planning application;
a. Erection of outbuilding (retrospective). Eagle House Residential Care Home. Lincoln Road, Eagle. Ref – 26/0259/FUL
After discussions it was Resolved to submit ‘no comment’ for the application.
9. Update regarding the Lincoln & Witham Landscape recovery.
Cllr Chennells gave an overdue of the project, which covers 20,000 acres of land stretching from inner city Lincoln up to the Witham Valley towards Newark.
10. Update on the grant application for the kitchen block refurbishment.
The Clerk made comment that the viability report had highlighted that the roof made need reinforcing to hold the weight of the solar panels. She had spoken to the architect who will revisit their report to include an option to strengthen the roof. This will then be sent to the contractor for a new quote, before submitting the application to Derbyshire Landfill Trust.
It was Resolved to approve a budget up to £1000 to cover architect costs for the revised report.
