Minutes of Eagle & Swinethorpe Parish Council Meeting held on Wednesday 24th April 2024 at 7pm in Eagle Village Hall.
Present Cllr David Parkes – Chair, Cllr Jane Fulton-Sutton, Cllr Pat Parkes, Cllr Michael Chennells & Cllr Neil Faulkner.

Cllr Chris Goldson & Cllr Richard Johnson – District Councillor
Cllr Alan Briggs – County Councillor.
Cllr Briggs made comment that he had joined the Lincolnshire Road Safety Partnership Team (LRSP) when they viewed the traffic around the area at the school, as concerns had been raised regarding parking on yellow lines and the speed of traffic in the area. The LRSP are now considering the appointment of a School Crossing Patrol.
No comments were received from District Councillors.
Agenda Items.
1. Welcome & Apologies.
The Chair welcomed everyone to the meeting.
Apologies were received from Cllr Wallis & Cllr Grayston. It was resolved to accept the reasons for absence & the apology, all agreed.
2. To receive Declarations of Interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interest and requests for dispensations.
None received.
3. Notes of the Parish Council meeting held on Wednesday 27th March 2024 to be approved as minutes.
It was Resolved to approve the notes as minutes and a true record – All Agreed.

4. Clerks Update & Correspondence, and to Resolve to agree any subsequent actions.
The Clerk made comment that a branch had half snapped off, on a tree at the park and was over hanging the path. A quote had been received to make it safe and remove the branch of £250. After discussions it was Resolved to accept the quote to get the branch removed as soon as possible – All agreed. Show of hands.
Action Clerk.
The clerk made comment that the Litter Pick event due to be held on Saturday 27.04.2024, has now been cancelled due to unforeseen circumstances. To be re-scheduled later.
5. Finance
a. To authorise the signing of orders for payment, note bank balances and any monies received (list previously circulated.
Councillors considered the list of payments. It was Resolved to approve the following orders for payment – All agreed. Proposed Cllr Parkes, seconded Cllr Chennells.
Cllr Chennells to approve the payments online.

b. To receive the Bank Reconciliation for the year to 31.03.2024.
The Clerk presented the Bank Reconciliation showing the accounts balanced at the year end, signed by Cllr Fulton-Sutton.
c. To review the budget for the financial year to 31.03.2024.
The Clerk presented the budget as at the 31.03.2024 showing the council being at 107% of the spending budget, with the slight overspend being CCTV repairs and maintenance of Swinderby Station carpark.
6. To consider the following planning applications.
a. Proposed alterations comprising formation of new internal door & frame, insertion of partition wall, re-opening of bricked up internal wall & lowering steps to bathroom and installation of cast downpipe to south elevation. (renewal of 21/0787/LBC).
Village Farm, 20 High Street. Ref – 24/0379/LBC.
b. Proposed single storey side extension and alterations to dwelling.
9 Scarle Lane, Eagle. Ref – 24/0394/HOUS
After discussions it was Resolved to submit no comment for both applications. – All agreed.
