Minutes of Eagle & Swinethorpe Parish Council Meeting, held on Tuesday 29th October 2019 at 7.30pm in Eagle Village Hall.

Present – Councillors Martyn Jackson – Chair, Jane Wallis, Nigel Bottom, Chris Patty, Michael Chennells, Colin Campbell, Dawn Warnock & Jane Sutton

Rachel Popplewell – Clerk.

The Clerk read a report from Cllr Appleby, giving details of a new ‘purple’ recycling bin scheme that would be for paper only being trialled in parts of NKDC & also the crack down on residents fraudulently claiming council tax reduction benefits.

 

1. Welcome & Apologies

The Chair welcomed everyone to the meeting. Apologies were received from District Councillors Appleby & Overton and County Councillor Mike Thompson.

2. To receive Declarations of Interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interest and request for dispensations.

None

3. Police Report

Criminal Damage to vehicles on Church Close, Thorpe Lane & Merlin Close.

Burglary on High Street, Eagle. Suspect identified, investigation on going.

Robbery on Hill Top Close, Eagle. Suspect identified, investigation on going.

Theft of Motor Vehicle Eagle Road, North Scarle. Suspect arrested.

Antisocial Behaviour

Moped being ridden in tennis courts

Smashing noises and loud music being played at the playing field.

4. Notes of the Parish Council Meeting held on Tuesday 24th September 2019 to be approved as minutes.

The council Resolved to approve the notes as minutes and a true record All Agreed - signed by the Chairman.

5. Notes of the Extra-ordinary Parish Council meeting held on Tuesday 8th October 2019 to be approved as minutes.

6. Clerks Update

The Clerk made comment that she had now lodged all the Parish Council minutes at Lincoln Archives.

The gate for the playing field had been ordered, installation was to be within the next month. October 2019 Page 2 of 4

The Roadside Speed Operation training has now taken place, with 5 volunteers now fully trained. The first date for them to be operational was still to be determined, Clerk to contact them to ensure dates are set in the diary.

Additional volunteers are still needed for this to be a sustainable scheme, the Clerk was asked to organise another training session, and for this to be advertised on Facebook & in the Eagle Eye. Action RP

The Clerk made comment that she was struggling to make contact with Lincolnshire County Council Emergency planning team, as they had cancelled their meeting to sign the plan off twice. Clerk to liaise with Cllr Thompson for help, Action RP

7. To authorise the signing of orders for payment & to note bank balances and any monies received.

The councillors considered the list previously circulated. It was Resolved to approve the following orders for payment – All Agreed. Proposed by Cllr Jackson seconded by Cllr Chennells.

8. To agree the Bank Reconciliation & review the budget as at the 30.09.2019

As at the 30.09.2019 the parish council were at 59% of budget, no changes were made. It was Resolved to approve the Bank Reconciliation.

9. To review the following policies.

It was Resolved to review and adopted the policies with no amendments required

a. Health & safety

b. Risk Management.

10. To consider the following planning applications.

a. Removal of Public Payphone. O/S Post Office, 43 High Street, Eagle.

Ref – 19/1318/PNTEL

The parish council Resolved to Object to the application with the following comments. ‘Many phone lines are shared between properties in the village & the mobile phone signal is weak. A payphone is still needed.

b. Removal of existing conservatory, erection of two storey front extension and erection of first floor side extension.

The parish council Resolved - no comment – for the application.

11. To consider the option & costs of an alternative address for the parish council – costs previously circulated.

The Clerk made comment that she had obtained 2 quotes for ‘virtual’ addresses both were approx. £300 pa. After discussions a third option to site a post box on the wall of the village hall was favoured. The Chair to contact the Village Hall Committee to discuss & also to ask about a disabled access key. Action MJ

12. Playing Field Update to include cleaning under the play area.

The Clerk was asked to get the moss cleared from under the multi-play, using the previous contractor and to also get a quote to clean the MUGA.

It was noted that the trees overhanging from the adjourning properties were becoming an issue; they may need to be cut back Cllr Wallis to take a look & report back. Action JW

The option of CCTV was discussed for the playing field, Cllr Bottom offered to get a quote. Action NB

13. Neighbourhood Plan Update.

Nothing to report.

14. Items for the next agenda/Any other business

a. Budget considerations for 2020/2021 for the December meeting.

Action ALL councillors.

b. A questionnaire to be issued to the parish for their ideas/views for the next few years. Distribute February 2020, discuss at the Annual Parish Meeting April 2020. Councillors to send a question each to the Chair by the December meeting.
