Minutes of Eagle & Swinethorpe Parish Council Meeting, held on Tuesday 24th September 2019 at 7.30pm in Eagle Village Hall.

Present – Councillors Martyn Jackson – Chair, Chris Patty, Jane Wallis, Michael Chennells & Colin Campbell

Rachel Popplewell – Clerk

District Councillors Peter Overton & Sally Appleby, County Councillor Mike Thompson & 2 members of the public.

Comments were received from a member of the public regarding the condition of the kitchen/building at the playing field – After the recent fund-raising event it had been noted that the toilet roof was leaking, toilet seats were broken and in a general state of dis-repair as per the comments received during the August meeting. The member of public offered to get quotes and complete grant funding application forms – so that the building can be refurbished. Thanks, were passed onto the resident for their support.

Cllr Thompson made comment that the County Councils new website was up and running alongside the old one.

Cllr Overton made comment that a Climate Emergency Plan at North Kesteven District Council was being discussed, environmental protection being made a bigger priority. The Central Lincolnshire Local Plan was due to be discussed in January 2020 with a resolution due in May 2020. Housing numbers were under discussion with a slight revision downwards.

Cllr Appleby made comment regarding the Early May Bank Holiday that it had been moved to Friday 8th May 2020 to co-inside with the 75th anniversary of VE Day. The Housing Enquiry Form that had been delivered to each house, should be returned as there is a legal requirement to do so.

 

1. Welcome & Apologies

The Chair welcomed everyone to the meeting. Apologies were received & accepted from Cllrs Bottom & Warnock

2. To receive Declarations of Interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interest and request for dispensations.

None

3. Parish Councillor Vacancy

The Clerk made comment that she had received one letter of interest regarding the position from Mrs J Sutton. The Chair invited Mrs Sutton to give a brief resumé of why she would like to join the council.

The Chair then called for a show of hands in support of the candidate – a majority vote of 5 was received. Mrs Sutton was Elected onto the Council.

A Declaration of Acceptance of Office was then signed. September 2019 Page 2 of 4

4. Police Report

The theft of a JCB dumper truck - High Street. There have been the following antisocial behaviour incidents reported: 29/8/19 - Vehicle misuse - High Street. 1/9/19 Mini motorbikes being ridden - Thorpe Lane. 1/9/19 - Vehicle misuse - land off Thorpe Lane 2/9/19 - Quadbike being misused - Eagle High Street. 2/9/19 - Vehicle misuse - Eagle Playing Field/surrounding area. There have to date been 2 Section 59 warnings been issued following motorbikes being ridden illegally on the playing field. 21/9/19 - Possible drugs misuse - Eagle Playing Field. Parental visits have, and will being made based on intelligence gathered from this incident.

5. Playing Field Update to include

a. Kitchen refurbishment – as per the comments received from the public it was Resolved that the kitchen and toilet block at the playing field needed to be refurbished, with a parishioner offering to get quotes and grant applications completed to be considered for the works.

b. Quotes for locking/unlocking the gates at the playing field. – The Clerk made comment that she had received numerous quotes ranging from £8.50 - £44.82 per day. After discussions it was Resolved that the opening of the gate wouldn’t be an issue it would be the locking of the gates in an evening that could potentially be problematic, the clerk was asked to invite the preferred security company to a meeting for their advice. Action RP

c. Quote for pendulum gate – Cllr Bottom had sent through a quote he had received for the gate of £1400 for a lightweight or £2150 for a heavy duty one. After discussions it was Resolved to approve the installation of a gate after the receipt of another quote for comparison. Cllr Wallis offered to get the quote Action JW

Cllr Wallis made comment that the Mole Catcher was required at the Park, as the mole holes were getting quite bad. Action JW

The Clerk was asked to get 2 signs for the play area informing people that dogs aren’t allowed in there. It was Resolved to approve a budget for the Clerk of £50 to get the signs ordered. Action RP

6. Notes of the Parish Council Meeting held on Tuesday 27th August 2019 to be approved as minutes.

The council Resolved to approve the notes as minutes and a true record All Agreed - signed by the Chairman. September 2019 Page 3 of 4

7. Clerks Update

The Clerk made comment that she has nearly got all the parish council minutes stored in the village hall together to be sent to the Lincoln Archives.

A request had been received regarding a ‘forest school birthday party’ from a resident, where they would be making fires and doing outdoor activities. The Clerk confirmed that the liability would be with the party organisers and that the parish insurers are happy for it to go ahead.

The Clerk confirmed that the electrics in the playing field kitchen block had been checked before the party in the park, with only 1 socket being condemned.

The saving account was now opened with a balance of £15,000.

8. To authorise the signing of orders for payment & to note bank balances and any monies received.

The councillors considered the list previously circulated. It was Resolved to approve the following orders for payment – All Agreed. Proposed by Cllr Jackson seconded by Cllr Patty.

9. To Receive the External Audit Report.

The Clerk read out the report the External Auditors – this highlighted that section 2 box 1 needed to be restated for the current year, due to the yearend 17/18 falling on a Bank Holiday and the figures calculated being incorrectly stated, a copy of the report is attached to the minutes.

Thanks, were passed onto the Clerk.

10. To review the following policies.

It was Resolved to review and adopted the policies with no amendments required

a. Communication Policy

b. Freedom of Information Publication Scheme

c. Social Media Policy

11. Roadside Speed Operation.

The Clerk made comment that she had collated the contact details for the volunteers for the scheme. The Training was to be organised via the Lincolnshire Road Safety Partnership. Thorpe On the Hill had offered to let the volunteers borrow their Roadside Equipment for the interim period, along with an offer of help. Action RP

12. Neighbourhood Plan Update.

Cllr Campbell confirmed that the information was now with Open Plan he was just waiting for the policies to be forwarded onto him.

13. Items for the next agenda/any other business

Cllr Thompson made comment that Lincolnshire Road Safety Partnership were taking part in Project Edward – the aim was to have 1 day without a death on the roads, if possible, all the Roadside speed operations were due to be out in force on Thursday 26th September 2019.
