Minutes of Eagle & Swinethorpe Parish Council Meeting, held on Tuesday 27th August 2019 at 7.30pm in Eagle Village Hall.
Present – Councillors Martyn Jackson – Chair, Chris Patty, Jane Wallis, Michael Chennells, Dawn Warnock & Nigel Bottom
Rachel Popplewell – Clerk
District Councillor Peter Overton, County Councillor Mike Thompson & 2 members of the public.
Comments were received from a member of the public regarding the condition of the kitchen/building at the playing field – in that it needed to be tidied up, the roof needed to be repaired and the electrics checked. There was to be an event at the park so the electrics needed to be checked beforehand for safety reasons. The member of public offered to tidy the kitchen up so it could be accessed.
The Clerk was asked to try and get the electrics checked before the event; the parish council were happy for the kitchen to be tidied/sorted out. Action RP
Cllr Thompson made comment that the County Council were in recess for August, the only thing to report would be the introduction of a new Council website to be phased in over the next couple of months.
Cllr Overton made comment that the planning application at Skellingthorpe to demolish and rebuild the site at ‘Hughes’ was declined due to the surrounding infrastructure and the condition of the roads.
1. Welcome & Apologies
The Chair welcomed everyone to the meeting. Apologies were received & accepted from Cllr Campbell
2. To receive Declarations of Interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interest and request for dispensations.
None
3. Police Report
1 crime to report within the last month - 22/8/19 Theft of Transit van Eagle Moor. Antisocial behaviour incidents reported as follows: 20/8/19 - Moped being ridden on BMX track - Owner of moped thought to have been used visited and spoken to in front of parents. 26/8/19 - Pit bikes being ridden High Street, Eagle.
4. Notes of the Parish Council Meeting held on Tuesday 30th July 2019 to be approved as minutes.
The council Resolved to approve the notes as minutes and a true record All Agreed - signed by the Chairman. August 2019 Page 2 of 3
5. Clerks Update
The Clerk confirmed that the parish councils’ savings account was now open – with the opening balance now able to be transferred over. Action RP
Cllr Warnock was still awaiting further information regarding the virtual address.

The Clerk made comment that the goal posts at the park were still in situ, as the boys that used them regularly offered to keep them locked up and look after them so they wouldn’t be removed.
The clerk made comment regarding the planning application on Thorpe Lane that had been declined, she had been in contact with North Kesteven Planning Department who were now beginning the enforcement process. A Section 16 Notice had already been issued.
The Clerk was asked to get a time line from the NKDC for the process, and to raise a complaint, to the fact the Parish Council had raised the issue regarding the builder storing materials in the field, installing gates and creating an earth bund around the site. To then receive a retrospective planning application afterwards. Cllr Overton was asked to look at the application to see if he could help. Action Cllr Overton & RP
6. To authorise the signing of orders for payment & to note bank balances and any monies received.
The councillors considered the list previously circulated. It was Resolved to approve the following orders for payment – All Agreed. Proposed by Cllr Jackson seconded by Cllr Patty.

7. To review the asset register in line with the insurance renewal & approve the annual premium – details previously circulated.
The parish council’s insurance was reviewed in line with the current asset register, the policy was considered to be more than adequate. It was Resolved to approve the asset register & the annual insurance premium of £2046.14.
8. Hampden Plane Memorial funding update.
Cllr Wallis made comment asking if the Parish Council could be the name on the funding application for the memorial, as the funding organisation wouldn’t accept the Parochial Church Council as a statutory body but they will accept the Parish Council.
It was Resolved to accept the request.
9. Playing Field Update.
The Clerk was asked to contact the grass cutting contractor to ask him to cut around the double entrance gates and prune the trees behind the play equipment fence.

After discussions it was agreed that further information would be required before approving the installation of gates at the playing field carpark. The problem of locking, unlocking & maintenance of the gates would be an issue, the Clerk was asked to contact a couple of local security companies for their advice and costings for them to lock/unlock the gates & provide the relevant signs. Action RP

10. Roadside Speed Operation – feedback from the Facebook & Eagle Eye surveys.
The Clerk made comment that she had received 8 volunteers who would be willing to operate the Roadside Speed operation.
It was Resolved to go ahead with the Roadside Speed Operation, the Clerk was asked to contact the volunteers, co-ordinate the training & to contact either Thorpe on the Hill or Doddington Parish to ask if the Parish Council could borrow their speed gun before the Parish Council purchases their own at an approximate cost of £500.

Cllr Thompson made comment that North Hykeham Town Council would be hosting the Police and Crime Commissioner on the 14th September 2019.
