Minutes of Eagle and Swinethorpe Parish Council meeting held on Tuesday 29 June 2021, at 7.30pm in Eagle Village Hall.

Present – Cllr Campbell (Chairman), Cllr Wallis (Vice-Chair), Cllrs Brown, Parkes, and Fulton-Sutton.

Public Comment – the members of the public were from Fledgeling Close, Eagle, they raised the issue of Antisocial Behaviour in the MUGA and on the Playing field.

Following discussion with the residents, councillors and the PCSO, the following actions were agreed:

•    Residents to contact the Environmental Agency to initiate noise level measurement in the MUGA.
•    Parish Council to put up signs stating times of usage (suggested 08:00 – 20:00 hrs), be respectful of noise, and no use of illegal substances.
•    Parish Council to Publish this notice also in the Eagle Eye and the Eagle Village Facebook page.

Police Report: zero crime activities logged & 7 calls regarding antiSocial Behaviour had been received.

Cllr Overton made comment that full council meetings at North Kesteven Council Offices will recommence in 2 weeks’ time. Main issues are fly tipping with incidents up 48%. Voluntary litter pickers are working hard. Purple wheelie bins will start in September for the collection of clean cardboard.

2.    To receive Declarations of Interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interest and requests for dispensations.

None Received.

3.    Notes of the Annual Parish Council meeting held on Tuesday 25th May 2021 to be approved as minutes.

It was Resolved to approve the notes as minutes and a true record – All Agreed.

4.    To authorise the signing of orders for payment, note bank balances & any monies received (list previously circulated).

6.    To consider the following planning application.

After consideration it was Resolved to submit ‘no comment’ to the following applications.

a.    Proposed alterations comprising formation of new internal door and frame insertion of partition wall, re-opening of brick up internal wall and lowering steps to bathroom.

7.    Village Hall Update.

Cllr Parkes was to enquire, on behalf of the Parish Council, what the forward plans are for the money received from COVID grants and any additional funds available to them?

Cllr Parkes would also ask the village hall committee if they would like to be more involved with the Neighbourhood Plan.

8.    Update on the Speed Signs

Cllr Campbell will install the new speed signs over the next couple of weeks.
