Eagle & Swinethorpe Parish Council

Minutes of Eagle & Swinethorpe Parish Council meeting held on Wednesday 21st December 2022 at 7.45pm in Eagle Village Hall.

Present Cllr David Parkes, Cllr Liv Ray & Cllr David Parkin.

Agenda items.

1.   Welcome & Apologies.

In the absence of the Chair & Vice Chair, Cllr Parkin proposed that Cllr David Parkes Chair the meeting, seconded by Cllr Ray. – all agreed show of hands. 

The Chair welcomed everyone to the meeting.

Apologies were received from Cllr Campbell, Wallis, Chennells, Fulton-Sutton & Cllr Grayston; it was Resolved to accept the apologies and reasons for absence – All agreed show of hands.

2.   To receive Declarations of Interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interest and requests for dispensations.

None received.

3.   Notes of the Parish Council meeting held on Wednesday 30th November 2022 to be approved as minutes.

It was Resolved to approve the notes as minutes and a true record – All agreed.

4.   Clerks Update & Correspondence, and to Resolve to agree any subsequent actions.

The Clerk made comment that a response had been received from Lincolnshire Road Safety Partnership (LRSP) regarding the possibility of a pedestrian/zebra crossing near the school. 

Response is below – 

Our colleagues in the Education Team have been out to assess the location.

In terms of the parking, there were 5 or 6 vehicles parking on Scarle Lane, but they were away from the school site due to the School Safety Zone area. So, none that were blocking visibility or causing any issues.
Some parents used Hill Top Close and walked down and crossed the road.

The School Safety Zone and advisory 20mph speed limit seems to be doing its job and there is a crossing point identified within it that parents and children use. With no vehicles parking here, the visibility is good and traffic speed quite low. Approx 25 children crossed the road, all with parents. This figure is quite low when compared to many other sites and the fact that all were accompanied means that the criteria for a School Crossing Patrol is not met.

In terms of measures, the existing layout is good, and I know that you have a reactive speed sign on the approach. Also, the parents seem to respect the School Safety Zone and park sensibly and accompany their children across the road to the school site. So, all in all, the location wouldn’t warrant anything further at the moment. Our education colleagues do go into the school and offer road safety advice and training to the staff and children from time to time.

The Clerk made comment that an email had been sent to the editor of the Eagle Eye, offering parish council support to ensure the Eagle Eye continued to be an asset of the community in its current paper format, as yet no response has been received.

The inventory of the street lighting had been circulated to all councillors as requested. 
 
Cllr Thompson along with the Clerk had followed up the request for the grit bin on Thorpe Lane, Lincolnshire County Council are waiting to assess location.

5.   Finance

a.   To authorise the signing of orders for payment, note bank balances & any monies received (list previously circulated).

The Councillors considered the list previously circulated. It was Resolved to approve the following orders for payment – All agreed. Proposed Cllr Parkin – seconded Cllr Parkes.

Cllr Parkes to approve the payments online.

6.   To consider the following planning applications.

a.   Conversion of existing outbuildings to residential accommodation with new porch link along with erection of front porch and alterations.

Farm Cottage, Eagle Hall, Eagle Hall Lane. Ref – 22/1654/FUL

b.   Conversion of existing outbuildings with new porch link and erection of front porch and alterations.

Farm Cottage, Eagle Hall, Eagle Hall Lane. Ref - 22/1697/LBC.
   
After discussions it was Resolved to submit ‘no comment’ to both applications.
