Minutes of Eagle & Swinethorpe Parish Council meeting held on Wednesday 22nd February 2023 at 7.45pm in Eagle Village Hall.

Present Cllr Jane Wallis – Vice Chair, Cllr David Parkes, Cllr Jane Fulton-Sutton, Cllr Michael Chennells, Cllr David Parkin, Cllr O Ray & Cllr Bernadette Grayson.

Agenda items.

1.  Welcome & Apologies.

The Vice-Chair welcomed everyone to the meeting.

Apologies were received from Cllr Campbell: it was Resolved to accept the apology and reason for absence – All agreed show of hands.

Apologies were received from Cllr Thompson – County Councillor & Cllr Overton – District Councillor.

In the absence of the Chair, Cllr Wallis Chaired the meeting.

2.  To receive Declarations of Interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interest and requests for dispensations.

None received.

3.  Notes of the Parish Council meeting held on Wednesday 25th January 2023 to be approved as minutes.

It was Resolved to approve the notes as minutes and a true record – All agreed.

4.  Clerks Update & Correspondence, and to Resolve to agree any subsequent actions.

The clerk made comment that NKDC had offered to move the dog waste bin from the playing field carpark to the top of the playing field, as the carpark one was hardly used whereas the other bin was always full. 

The clerk made comment that the new parish council logo, has gone missing, Cllr Campbell is trying to locate the original.

The clerk reminded the Council that the Annual Parish meeting is on the 8th of March 2023, with the agenda to be published shortly.

The Clerk handed out nomination forms to the Councillors for the elections on 4th May 2023, reminding them that the forms had to be returned before the 4th of April 2023.

5.  Finance

a.  To authorise the signing of orders for payment, note bank balances & any monies received (list previously circulated).

The Councillors considered the list previously circulated. It was Resolved to approve the following orders for payment – All agreed. Proposed Cllr Wallis – seconded Cllr Parkes.

Cllr Parkes to approve the payments online.

b.  To consider the quote to service & maintain the CCTV equipment at the Playing Field.

After discussions it was Resolved to approve the quote from Global Vision, for a 1-year service & maintenance contract.

6.  Playing Field

a.  To review the annual inspection report for Eagle Playing Field.

The annual inspection had rated the playing field as low risk. 

b.  To discuss the next steps for the kitchen block. 

No further action had been taken; funding options still need to be investigated. Cllr Wallis offered to reform the working party, the clerk to contact NKDC regarding funding.

c.  To consider the options & costs for removing the moss from under the play equipment. 

Cllr Wallis made comment that the moss under the play equipment need to be removed as it was slippery. A resident had volunteered to pressure wash the area.

7.  To consider the following planning applications –

a.  Conversion of existing buildings to form 2no dwellings

Village farm, 20 High Street, Eagle. 
Ref – 23/0099/LBC

b.  Conversion of existing buildings to form 2no dwellings.

Village Farm, 20 High Street, Eagle.
Ref – 22/1625/FUL

After discussions the parish council Resolved to support the applications. All agreed – show of hands.

8.  To reconsider the Neighbourhood Plan application.

Discussions took place regarding the new Local Plan and possible developments within the village and new build numbers. No further action was taken regarding the Neighbourhood Plan.
