Minutes of Eagle & Swinethorpe Parish Council meeting held on Wednesday 26th April 2023 7.30pm in Eagle Village Hall.

Present Cllr Colin Campbell Chair, Cllr Jane Wallis – Vice Chair, Cllr Jane Fulton-Sutton, Cllr Michael Chennells, Cllr David Parkin, Cllr David Parkes & Cllr Bernadette Grayson.

Agenda items.

1.   Welcome & Apologies.

Chair welcomed everyone to the meeting.

Apologies were received from Cllr Ray it was Resolved to accept the apology and reason for absence – All agreed show of hands.

2.   To receive Declarations of Interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interest and requests for dispensations.

None received.

3.   Notes of the Parish Council meeting held on Wednesday 29th March 2023 2023 to be approved as minutes.

It was Resolved to approve the notes as minutes and a true record – All agreed.

4.   Clerks Update & Correspondence, and to Resolve to agree any subsequent actions.

The clerk made comment that a skip was due to be delivered on Friday 28th April, so the kitchen block can be emptied.

The repairs to the CCTV had been carried out.

Cllr Chennells had surveyed the kitchen block, adding that most of the repairs are cosmetic.

ROSPA had sent through the repeat inspection order form for Feb 2024, it was Resolved to accept to repeat order form – all agreed show of hands.

The clerk made comment that the price for a plaque for the Queens Platinum Jubilee Tree was £154.99, from the RBL. After discussions it was Resolved to approve the price, all agreed – show of hands.

5.   Finance

a.   To authorise the signing of orders for payment, note bank balances & any monies received (list previously circulated).

The Councillors considered the list previously circulated. It was Resolved to approve the following orders for payment – All agreed. Proposed Cllr Wallis – seconded Cllr Parkes.

b.   To receive the Annual Bank Reconciliation as at 31.03.2023.

The clerk presented the Bank reconciliation showing the accounts balanced at the year end, signed by Cllr Wallis.

c.   To review the budget as at 31.03.2023.

The Clerk presented the budget as at 31.03.2023 showing the Council being at 105% of target. Overspend being electricity price increase & new streetlamps.

6.   To Consider, Approve and Sign the Annual Governance Statements 2022/2023.

After discussions it was Resolved to answer all the Annual Governance Statements with a positive outcome, All Agreed – Signed by the Chairman & Clerk.

7.   To Approve & Sign the Accounting Statements 2022//2023.

It was Resolved to approve the Accounting Statements, All Agreed – Signed by the Chairman & Clerk

8.   Playing Field update.

Comments were received regarding the grass cutting, and the ruts caused by the grass cutting contractor in the field. The clerk was asked to contact the contractor to ask them to spray the BMX track.

Cllr Wallis & Cllr Grayston offered to check the CCTV to identify who/how the new guard had got damaged.
